Document analysis of the content and competency standard for elementary school was aimed to find the structure of elementary social studies competencies and its development paradigm. Result of analyse was indicate that the structure of elementary social studies competencies woke up from three students’ native capacities, that is personal, socio-cultural, and intellectual competencies. Elementary social studies is develop based on intellectual-scientific based paradigm.
